PayLater for Municipalities
Municipal courts and city officials face a tough challenge: billions in unpaid fines and the resulting warrants can strain resources and impact community trust.
PayLater offers a creative public-private solution. We help your residents pay their fines in a timely, manageable way, which means your city collects more revenue and issues fewer warrants for non-payment. All of this is provided at no cost or risk to the municipality.
The Challenge: Many citizens can’t afford to pay a sudden $300 or $500 fine in one go. They may delay payment, leading to late fees, license holds, or even warrants and jail time for minor offenses. This not only harms the individual, but it also burdens courts and law enforcement with enforcement actions. Nearly 47% of court cases are traffic-related, clogging dockets, and countless warrants are issued each year for unpaid fines, often for people who simply lacked upfront cash.
Our Solution: PayLater lets people split fines into up to 6 payments, making compliance achievable. We directly lend the individual the money for the fine, so the court gets paid on time (the citizen pays you with the funds we provide). We then handle the installment payments with the individual afterward. Think of it as giving your residents a safety net – without the city carrying any liability.

Higher & Larger Collection Rates
Expect more fines paid before deadline. Residents are far more likely to pay when they have a viable payment plan. This means increased revenue collection on tickets that might otherwise go delinquent.
Benefits to Your Municipality
Fewer Warrants & Incarcerations
By removing the financial barrier, fewer citizens let fines lapse into warrants. That translates to fewer warrant issuance processes and fewer people jailed for fine-only offenses. This improves community relations and reduces costs

Benefits to Your Municipality
No Cost to the City
PayLater does not require funding from city budgets. We generate revenue from the small interest on loans paid by users. We do not take a cut of the fine – the full fine amount goes to the city or court, paid by the citizen. There’s no integration fee or contract cost for municipalities to offer PayLater as an option.
Benefits to Your Municipality
Easy Implementation
We handle the heavy lifting. There’s minimal to no IT integration required to get started. We can provide brochures, web links, or even integrate a PayLater option on your payment website if desired (via a referral link or API in the future). At simplest, courts can include a flyer or info about PayLater when issuing tickets or in reminder notices.

How It Works for Cities

Partner with PayLater
Contact us to set up a partnership. There’s no lengthy contract – we simply ensure your court is aware of how the program works. We’ll provide informational materials (digital and print) for your staff and the public.

City Gets Paid Immediately
Because the citizen now has the money, they pay you just like a normal payment – on time. The court processes the fine as paid, and the case is resolved just as if the person paid out of pocket.

Citizen Uses PayLater
Interested individuals apply through PayLater (online or via phone). Our system handles the application and approval. If approved, the individual gets the funds and pays their fine through your normal channels (in person or online).

Follow-Up (Data & Reporting):
We can, with the citizen’s permission, inform you that PayLater was used (for your internal tracking), but the city does not need to do anything special. We handle the repayment with the citizen. We can provide periodic summary reports if desired – for example, “In Q1, PayLater helped 50 residents pay $X in fines to YourCity, with 0 defaults so far.”

Promote PayLater to Residents
When a citizen has a fine, your court clerks or website can mention PayLater as a payment option. For example, include a line in your fine notice: “Need more time to pay? Consider PayLater to split your payment.
